Dr. Tayfun Acarer
Information and Communications Technologies Authority of Turkey (ICTA)
Dr. Tayfun Acarer graduated from Istanbul Technical University, Electronic and Communication Department in 1980.
He has obtained master’s degree and Doctorate (PhD) degree from Istanbul Technical University, Marine Transportation Management Engineering. Dr. Acarer worked as Deputy General Manager and Member of Board of Directors for Shore Security and Ship Rescue until 2005.
He has been working at Information and Communications Technologies Authority of Turkey (ICTA) as Chairman of the Board since 2005. Dr. Acarer has authored three books on “GMDSS Maritime Radio Communication and “The rules of GMDSS”, “Maritime Communication” and “Digital Electronic” and published 30 articles in journals.
He is giving lectures on Maritime Communication, GMDSS, Ships electrotechnics and Electronic Navigation in various Universities.
Dr. Tayfun Acarer was born in İstanbul, in 1956. He is married with two children and speaks English.
Nilgun Basalp
Faculty, Istanbul Bilgi University
Nilgun Basalp is a faculty member of the Faculty of Law of Istanbul Bilgi University. Her current research interests are: contract law, comparative law, data protection and privacy . She has various publications in the areas of civil law, contract law, data protection and privacy. She has also acted as an advisor during the preparation of the Turkish Draft Act of Data Protection. And she is also Head of the Division of IT Security and Data Protection of the Institute of IT Law of Istanbul Bilgi University. Dr. Emre Bayamlıoğlu

Professor Bayamlıoğlu’s teaching interests are Intellectual Property Law, IT Law, and Commercial Law. His current research areas are digital technologies & copyight protection, history & philosophy of intellectual property, intellectual property & advanced technologies.
Dr. Bayamlıoğlu received his Ph.D. in Private Law from Marmara University Social Sciences Institute in 2007. He received his LL.M. in Maritime Law from Southampton University Faculty of Law in 1998 and his BA in Law from Ankara University in 1997.
Giovanni Buttarelli
Assistant European Data Protection Supervisor
Mr. Giovanni Buttarelli has been Assistant European Data Protection Supervisor since January 2009. He was appointed by a joint decision of the European Parliament and the Council of 14 January 2009 for a term of five years.
Before entering his office, he was Secretary General to the Italian Data Protection Authority since 1997. Member of the Italian judiciary, he has attended to many committees on data protection and related issues at international level.

In 1984 he obtained (ʺcum laudeʺ) his Degree in Law at the University of Rome ʺLa Sapienzaʺ. He previously served from 1976 at the Municipality of Frascati mainly as Head of two registry offices.
From 1984 to 1990 he collaborated with the Chair of Criminal Procedure at Rome University.
He has been a member of the Italian judiciary from 1986.
From 1986 to 1990 he served at the Courts of Rome and Avezzano (here, as monocratic judge “pretore”).
From 1990 to 1997 he worked at the Legislation Department of the Italian Ministry of Justice where he contributed to drafting and following up many regulatory provisions, in particular concerning criminal law, criminal procedure and data protection. He was a member of several inter‐Ministerial committees also concerning immigration, racial discrimination, Community fraud, de‐criminalisation, reformation of tax, computer crime laws, access to confidential records and digitalisation of public administrative agencies.
During the EU Italian Presidency period (1996), he chaired the European Union Council Working Group which drew up Directive no. 97/66/EC on the protection of privacy in the telecommunications sector.
In 1997, after the entry into force of the first Italian Data Protection Act, which he had contributed to drafting, he was appointed as Secretary General of the Italian Garante. He played an active role as a member of the Committee that drew up the 2003 Personal Data Protection Code..
In the 2002 to 2003 period he was the President of the Joint Supervisory Authority set up in pursuance of the Schengen Agreement, after being its Vice‐President in 2000‐2001.
The experience on data protection includes the participation in many bodies at European Union level (including Art. 29 Working Party, Art. 31 Committee of Directive n. 95/46/EC and Taiex programs), and at the Council of Europe (in particular, also as a consultant, T‐PD; CJ‐PD, DH‐S‐Ac, Venice Commission), as well as the contribution to many hearings, meetings and workshops held also by Parliaments and to specialized book journals and papers.
He currently teaches on privacy at the Lumsa University, Rome.
Robin Gross
Founder & Executive Director, IP Justice
Robin D. Gross is founder and Executive Director of IP Justice an international civil liberties organization that promotes balanced intellectual property rights and protects freedom of expression (www.ipjustice.org). An attorney, Ms. Gross advises policy makers throughout the world on the impact of intellectual property rules proposed to national legislatures and international treaties and trade agreements. Ms. Gross lectures at international seminars, law schools and universities on cyberspace legal issues including digital copyright, fair use, and Internet governance. From 2011-2013 she was the elected Chair of the Non-Commercial Stakeholders Group (NCSG) at the Internet Corporation for Assigned Names and Numbers (ICANN). From 2006-2008 served Ms. Gross as a Member of the inaugural Multi-Stakeholder Advisory Group to the United Nations Internet Governance Forum (IGF). Ms. Gross also runs a boutique private law practice Imagine Law that handles entertainment, intellectual property rights, and cyberspace legal matters of a transactional nature.

Gönenç Gürkaynak, Esq.
Managing Partner, ELIG Attorneys-at-Law
Mr Gürkaynak graduated from Ankara University, faculty of law, in 1997, and was called to the Istanbul Bar in 1998. Thereafter, he worked on Turkish competition law issues for the first three years of antitrust enforcement in Turkey and obtained his LLM degree from Harvard Law School, also studying as a research assistant in antitrust law between 2000 and 2001. After sitting for the bar exam and qualifying in New York, he practised at an international law firm in New York until the end of 2002. He then transferred to Brussels to work on EC competition law matters, and also became a solicitor of the Law Society of England and Wales (currently non-practising) after passing the QLTT. Mr Gürkaynak worked on all aspects of European competition and merger control with an international law firm in Brussels.
Every year Mr Gürkaynak and his team of 15 specialists at ELIG represent multinational companies and large domestic clients in more than 10 written and oral defences in investigations of the Turkish Competition Authority, about a dozen antitrust appeal cases in the high administrative court and over 45 merger clearances of the Turkish Competition Authority.
He is the author of a book published by the Turkish Competition Authority and numerous articles in English and Turkish on matters of EC competition law and Turkish competition law. Mr Gürkaynak frequently speaks at conferences and symposia on competition law matters. He teaches undergraduate and graduate level courses at three universities, and gives lectures in other universities in Turkey.
Leyla Keser
Director of Information Technology (IT) Law Institute, Istanbul Bilgi University
Completing graduate degree at Marmara University Faculty of Law. She was research assistant at the same faculty till 1998. She was awarded PhD in 1998 and started to work at Istanbul Bilgi University.
She is the founder and Director of IT Law Institute at Bilgi University since 2010. She has authored books, articles and reports on computer forensics, e-signature, e-government, e-commerce, information security, biometric methods, e-invoice, DRM (digital rights management), ICT Law, e-health records, data protection/privacy, Digital Company and cyber security. She is the Author of Cyber Law Turkey (for Kluwer Law International, 2009).
She is Chairman of the e-Signature National Coordination Board at Turkish Information, Communication and Telecommunication Authority (ICTA), Chairman of the Subcommittee on the Secondary Legislation of New Turkish Commercial Code on Digital Company. She is member of Council of e-Transformation Leaders, Internet Improvement Board at the Ministry of Transport, Maritime Affairs and Communication and member of International Association of IT Lawyers.
She is legal counsel of Ministry of Customs and Trade on IT Law. She gives consultancy for several governmental organizations on IT Law since 2004.
Sophie Kwasny
Head of the Data Protection Unit, Council of Europe
Sophie Kwasny is the Head of the Data Protection Unit of the Council of Europe and is responsible for standard-setting (notably the current modernisation exercise of Convention 108) and policy on data protection and privacy, including with regard to new technologies and the Internet.
She is a graduate of the Strasbourg Law University and has been working for the Council of Europe for over 15 years on a variety of topics ranging from prisons’ reforms to medical insurance, or from the independence of the judiciary to nationality law.
Stefan Krawczyk
Associate General Counsel & Head Government Relations EMEA, eBay
Stefan Krawczyk, a French national born in the Netherlands, is a civil, media and copyright law graduate from Leiden and Amsterdam Universities and former research fellow of the Munich Max-Planck-Institute for foreign and international industrial and intellectual property law.
In June 2009, Stefan Krawczyk joined Internet market place eBay, where he now heads eBay’s EMEA Government Relations team. Before joining eBay, Stefan first worked for over five years as trademark litigator in leading Dutch-international law firm Nauta Dutilh and for almost 15 years as senior lobbyist for the international recording industry with a focus on IPR enforcement, international trade and regional development in Eastern Europe and the MENA region. Stefan speaks Dutch, French, English and German fluently.
Stefano Manservisi
EU Ambassador and Head of Delegation in Turkey
As of mid-April 2014 Stefano Manservisi will be serving as the Head of European Union Delegation to Turkey. He has served as Director General for DG Home Affairs between July 2010 and April 2014. He has served as Director General for DG Development and Relations with Africa, Caribbean, Pacific States since November 2004. Mr Manservisi joined the European Commission in 1983 where he worked as administrator in the Directorates- General of Agriculture and Development until 1991, and then as principal administrator and Member of Cabinet to Vice-President Pandolfi. In 1993, he was nominated Head of Unit ‘Finances’ in DG Development. Shortly thereafter, he became Member of Cabinet, then Deputy Head of Cabinet to Commissioner R. Vanni d’ Archirafi. From 1995 to 2000, he was Deputy Head and then Head of Cabinet to Commissioner M. Monti. In 2001 he was appointed Head of Cabinet for Romano Prodi, President of the European Commission, and stayed in that position until joining DG Development as Director General. In July 2010 he was appointed Director General of DG Home Affairs. Stefano Manservisi holds a law degree from the University of Bologna and also studied at the University of Paris I Panthéon – Sorbonne, and the University of Strasbourg.
Markus Kummer
Vice-President for Public Policy, Internet Society
Markus Kummer is the Internet Society’s Vice-President for Public Policy. He has extensive experience with Internet policy at the global, regional, and national levels. Before joining the Internet Society in February 2011, he was the Executive Coordinator of the Secretariat supporting the United Nations’ Internet Governance Forum. In February 2013, he was appointed by the United Nations as Interim Chair of the Open Consultations and meetings of the IGF Multistakeholder Advisory Group preparing the 2013 IGF annual meeting.
Prior to joining the United Nations in 2004, Markus held the position of eEnvoy for the Swiss Foreign Ministry in Berne. He went on to serve as the Executive Coordinator of the United Nations Secretary-General’s Working Group on Internet Governance from 2004 to 2005. Before his involvement with WSIS, he served as a career diplomat in several functions in the Swiss Foreign Ministry and was posted in Lisbon, Vienna, Oslo, Geneva, and Ankara.
