Biography

I joined the Internet Society in February 2025 as IXP Development Expert.

I am originally from the UK but have been living in Panama for over 22 years. I have a diploma in innovation and design thinking from Aden Business School, a Master’s degree in Management Science from Swiss Business School, and a BA Hons in Business Information Technology from Coventry University.

I have over 24 years of experience in the technology and telecom industries. I was the manager of operations and engineering at Cable & Wireless Panama, running the ISP where BGP security policies really became an interest. I have a deep knowledge of many platforms, including Juniper, Cisco, Nokia, Huawei, etc., from core to edge on fixed and mobile networks. In my last position of 4 years, I worked as an Incubation Manager for Liberty Latin America´s innovation labs, developing new technology and products from ideation to market. This has included projects such as DAA-based CMTS systems, X. Gpon, virtual Wi-Fi, and CPE-less hubs to AI learning on customer Wi-Fi control.

I have always been an active member of the Internet Society and was a founding member of the Panama Internet Society chapter. In 2023, I helped launch the first community Wi-Fi project in a Panama indigenous area using Starlink and solar panels. I am also active in LACNIC programs and training and participate actively in policy discussions and forums. I helped develop the first certified MANRS provider in Panama and ran many programs with Internet Society and RIPE, including the K root DNS servers and RIPE probes. I also helped run the first IPv6 node in Panama and provided transit for several customers. Previously, I have been on the board of the IXP in Panama and helped design the original node and topology. I have been an invited speaker at many MANRS events locally in Panama and some international forums on IPv6 adoption and security with both Internet Society and LACNIC. I was lucky enough to be a MANRS fellow in 2021, where we did a lot of work on customer documentation and MANRS policies development. I also advocate for open data and form part of the working group for open data in Panama, working closely with the government departments to ensure open data compliance and transparency goals are being met, along with IGF goals.

I love gaming, mainly PUBG and Fortnite, to relieve stress. I also love playing online games with my kids. I enjoy traveling and understanding new cultures, ideas, and ways of working and living.
