Chancelle Mbara Nkoussou is a Telecoms Engineer by training, and Head of Prospective Services at the Post & Electronic Communications Regulatory Agency (ARPCE) of the Republic of Congo. She is also the ARPCE Focal Point, in charge of the 2AFRICA submarine cable implementation project as well as guest lecturer at the Faculty of Sciences of Marien NGOUABI University.
Chancelle Mbara joined the ARPCE in 2013 where she held the positions of System Administrator and Junior Project Manager for the Congo's Internet Exchange Point (CGIX) project and the platform that manages all .CG Internet top-level domain names - in 2013 and 2015 respectively.
She served as a CGIX and .CG Technical Manager until 2021, contributed to the implementation of the regulatory framework on the management of the WACS submarine cable in Congo, is also a member of the afrinic-15 steering committee and is equally in charge of planning several workshops and training seminars on capacity building for Internet sector stakeholders and instructors.
Internationally, she is an active collaborator and expert consultant in the activities of Internet Service Management Organizations such as the AFPIF, ICANN, ISOC, NCUC, AFRINIC, ECCAS, AU, etc. as well as an ISOC Congo chapter member.

Chancelle Mbara Nkoussou est Ingénieur Telecom de formation, elle est Chef de Service Prospective à l'Agence de Régulation des Postes et des Communications Électroniques (ARPCE), République du Congo, Point focal ARPCE, en charge du projet d’implémentation du câble sous-marin 2AFRICA et Enseignante Vacataire à la Faculté des Sciences de l'université Marien NGOUABI.
Chancelle Mbara rejoint l’ARPCE en 2013 où, elle a occupé les postes d’administrateur Système et Chef de Projet junior dans le cadre des projets mises en place du point d’échange Internet du Congo (CGIX) et de la plateforme de gestion des noms de domaine Internet de premier niveau .CG. Respectivement en 2013 et 2015.
Elle a été responsable technique du CGIX et du .CG jusqu’en 2021, participé à la mise en place du cadre règlementaire de gestion du cable sous-marin WACS au Congo, été membre du comité d’organisation d’afrinic-15 et en charge d’organisation de plusieurs ateliers et formations pour le renforcement des capacités des acteurs du secteur de l’Internet et du corps enseignant.
A l’internationale, elle participe activement aux activités des organes (l’AFPIF, ICANN, ISOC, NCUC, AFRINIC, CEEAC, UA, …) de gestion de l’Internet entant qu’experte et membre ISOC chapitre Congo.
