Barrack Otieno, a management information systems specialist with over 20 years of experience, is a leader in Internet infrastructure, governance, and policy development. As General Manager of the Africa Top Level Domains Organization, he has advanced technical reforms, supported DNSSEC programs, and played a key role in the .africa domain delegation. He leads the Kenya School of Internet Governance and chairs the Association of Community Networks in Kenya. Barrack also serves as CTO of AheriNet, providing connectivity to over 30,000 community members in Western Kenya, and has held leadership roles in ICANN and the Internet Society Kenya Chapter, advocating for digital inclusion and sustainable Internet growth in Africa.
