Chester Soong has been an Internet veteran in Asia when he founded one of the first ISPs in Hong Kong back in 1994. Chester has been working as a consultant in the area of information security and data privacy for over 20 years, including a short tenure at the Office of the Privacy Commissioner of Personal Data for the Hong Kong SAR Government as the head of the Policy and Compliance Division, which leads all self-inflicted investigations of privacy breaches in Hong Kong under the Privacy Ordinance.
Chester is a renounced expert in Information security and cybercrime investigation. He was the first to be certified as CISSP in Asia back in 1995 and convinced (ISC)2 to host the first ever CISSP exam to Asia in year 2000. He later helped (ISC)2 form the Asia Pacific Office and promote the information security profession throughout the Asia Pacific. Chester was invited to join several expert and advisory groups to the Hong Kong Government, including the Cybercrime Working Group of the Hong Kong Government back in year 2000, expert group of local top-level domain names and later became the Board of Directors of HKIRC and HKDNR, the local “.hk” registry and registrar, and advisory group to the Television and Entertainment Licensing Authority (later combined with Office of the Communications Authority. He is currently a member of the Expert Panel on Professional Development Program on Cybersecurity for the Banking Industry under the Hong Kong Monetary Authority and Technical Advisor of the Employee Retraining Board of the Hong Kong Government.
Chester graduated in the U.S. with a B.A. degree in Information Systems and Finance and later with a LL.M in IT & IP Law with a research focus in privacy and data protection regulations. He has been a frequent speaker at regional and global conferences in information security and privacy, including the GDPR workshops for ISOC APAC Bureau held in Hong Kong and Singapore back in 2017. He worked at a part-time lecturer at the City University of Hong Kong and University of Hong Kong in their post-graduate diploma programs on the subjects of information security and cybercrime management.
Chester has fluent proficiency in written and spoken English and Chinese (both Cantonese and Mandarin), and he also has elementary level spoken and written French.
