Mohamed El Bashir is an active Internet user and professional, he is the founder and former president of Sudan Internet Society. He established the organization in 2001 to promote the use of Internet for social-economic development in Sudan. He managed Sudan's ccTLD ".SD" Re-delegation process, .SD is currently managed by Sudan Internet Society since 2002.
He actively involved in Africa’s Internet Community, He was a founder and vice president of Africa's Top Level Domains Organization "AfTLD" (2004 to 2008). Mohamed is a founding member and served as a vice chair of the Arab Internet Governance Multi-stakeholder Advisory Group. He serve as a chair of the steering committee of of dotAfrica new gTLD application which is supported by the African Union Commission.
Mohamed is actively involved in the Internet governance issues at a regional and international level, he participated in the UN World Summit for Information Society "WSIS" process ( Geneva and Tunis Summits ) and attended most of the IGF meetings, he is a regular panelist, organizer of workshops and events related to Internet governance issues.
Mohamed held leadership community positions within the Internet Corporation for Assigned Names and Numbers “ICANN”, he served as a Council member in ICANN's Country Code Supporting Organization "ccNSO" (2004 to 2008), member of ICANN's Board At Large Advisory Committee "ALAC" (2007 to 2011) and was a member of ICANN's nominating committee (2011-2012).
He serve as a Vice chair of IANA Transition Coordination Group “ICG”, the ICG is comprised of 30 individuals representing 13 Internet communities, it was created in July 2014 to lead the process of delivery the global internet community proposal for the transition of US stewardship role in the critical IANA functions to the global internet community.
Since 2008 Mohamed joined Qatar's Communications Regulatory Authority managing its Technical Affairs Department, he is responsible for Numbering, Internet Domains, broadband Infrastructure access and sharing. He has also established Qatar's Country Code Top Level domain new Registry and implemented the launch of Qatar's Arabic domain.
Mohamed is also responsible for the development of national IPv6 migration plans, Regulatory Policies and Procedures related to the Internet. He Developed and Managed Qatar's National Numbering Plan, lead the implementation of mobile numbering portability.
He holds a MBA from the University of Manchester, an Msc. of Computer Information Technology from the American University in London and a Business Executive Education programme from MIT Solan Business School.
