Guichard Tsangou is the Director of Posts, Telecommunications and Digital Economy at the Economic Community of Central African States (ECCAS). Among other things, he is in charge of the development of policies and regulations, the elaboration and implementation of ICT projects and supports Member States in harmonizing their national policies and regulations.
Guichard Tsangou joined ECCAS in February 2008 where he was Head of Institutions & ICT Services until 2012.
His professional career began in 2001 as a BSS Solutions Product Development Engineer for the Global System for Mobile Communication (GSM) Network at Nortel Networks in France. He left Nortel Networks in 2008 where he then held the position of the GSM's network BSS Solutions Product Support Manager in the EMEA region. In 2006 and 2007 Guichard Tsangou was awarded for his key role in the resolution of critical network issues on customer sites (T-Mobile in the USA, Bouygues Télécoms in France, Vodafone in Spain, etc.).
In 1999, Guichard Tsangou graduated as a State Engineer in Electronic Instrumentation and Sensor Systems at the Algiers University of Sciences and Technology - Houari Boumediene in Algeria. He then went on to train at the Pierre and Marie Curie University in Paris, France, where in 2001 he obtained an Advanced Studies Diploma (DEA) in Electronics and Communications, granting him the status of expert in his field.

Guichard Tsangou est le Directeur des Postes, des Télécommunications et de l’Economie Numérique à la Commission de la Communauté Economique des Etats de l’Afrique Centrale (CEEAC). Dans cette fonction, il a la charge entre autres d’élaborer les politiques, stratégies, et programmes régionaux de développement secteur de communications électroniques tout en accompagnant les Etats membres dans le processus d’harmonisation des politiques et réglementations nationales.
Guichard Tsangou a rejoint la CEEAC en février 2008 où il a assuré la fonction de responsable des services des Technologies de l’Information institutionnels et, ce jusqu’en 2012.
Il commença sa carrière professionnelle en 2001 en tant qu’Ingénieur de Développement du produit BSS du réseau GSM chez Nortel Networks en France. Il quitta Nortel Network en 2008 en qualité de responsable support du produit BSS du réseau GSM de la région EMEA. Guichard TSANGOU a obtenu en 2006 et 2007 des récompenses pour son rôle clé joué dans la résolution de problèmes critiques sur les réseaux des sites clients (T-Mobile aux USA, Bouygues Télécoms en France, Vodafone en Espagne, …).
En 1999, Guichard Tsangou obtient son diplôme d’Ingénieur d’Etat en Electronique option Instrumentation et Capteurs à l’Université des Sciences et de la Technologie Houari Boumediene d’Alger en Algérie. Il poursuivi sa formation à l’Université Pierre et Marie Curie à Paris en France où, il a obtenu en 2001 le Diplôme d’Etudes Approfondies (DEA) en Electronique option Communications qui lui conféra le grade de Maître dans le domaine.
