Biographie

Eduardo is a seasoned information technology and telecommunications professional with a history of leadership roles in several prominent organizations. Most recently, he served as President of the North American At-Large Organization (NARALO) within the Internet Corporation for Assigned Names and Numbers (ICANN), where he advocated for the interests of end users in Canada, the United States, and Puerto Rico regarding the Domain Name System (DNS). He was also President of the Internet Society Puerto Rico Chapter (ISOC-PR) for several years.

He serves on the Boards of Directors for ISOC-PR and the Computer Engineers Institute of the College of Engineers and Surveyors of Puerto Rico (CIAPR). Eduardo is widely recognized for his contributions as a founding member of several organizations, including the Internet Society Puerto Rico Chapter (ISOC-PR) in 2001, the ICANN North American At-Large Regional Organization (NARALO) in 2007, and the North American School of Internet Governance (NASIG) in 2018.

In his previous professional experience, Eduardo held key roles at the Puerto Rico Telephone Company (PRTC) from 1989 to 2003, where he led the implementation of critical services such as residential voicemail, ISDN, and DSL. He also founded PRTC.net and integrated Coqui.net into it, establishing the largest Internet Service Provider (ISP) in Puerto Rico by 2000. Before this, Eduardo was a Member of the Technical Staff (MTS) at AT&T Bell Labs in New Jersey, where he worked on digital signal filter design and system testing for parallel computing environments.

Eduardo holds advanced academic credentials from the Georgia Institute of Technology (Georgia Tech), where he earned a bachelor’s and a master’s degree in Electrical Engineering, specializing in computer design and electronics. He also completed an equivalent (non-credited) master’s degree in Computer Science through AT&T Bell Labs. He is a licensed member of the College of Engineers and Surveyors of Puerto Rico (CIAPR).
